Rogelio (Roy) E. Anasagasti serves as Vice President of Procurement at the University of Maryland Global Campus (UMGC), where he leads a strategic transformation of the university's Procurement Operations portfolio. Since joining UMGC in October 2025, Mr. Anasagasti has been driving a shift toward a client-centric, procure-to-pay service model — one built on operational excellence, professionalism, and an exceptional campus partner experience that enables university stakeholders to focus on what matters most: their core mission.

He brings to this role a distinguished career spanning higher education, healthcare, and public sector procurement at scale. Most recently, he served as Assistant Vice President and Chief Procurement Officer at The University of Texas at Austin, and previously as Executive Director of Procurement Operations at Houston Community College System. Earlier in his career, he held the position of Procurement Director at Jackson Health System and served as Assistant Division Director overseeing all IT procurement for Miami-Dade County, Florida.
Mr. Anasagasti holds a Master of Education from the University of South Florida, with dual concentrations in Curriculum and Instruction and Instructional Technology. He completed his undergraduate studies at Florida International University, earning dual Bachelor of Arts degrees in Sociology and Anthropology.
